Second build looks pretty good, just some things that I want to replace:
HEC Blitz - $40 shipped (Very similar to the Rosewill Destroyer; this is an insanely good case for the price)

Take those $5 you saved and put it towards Athlon II x4 640 + M4A79XTD EVO. Much better mobo with better power phase & CrossfireX capability for around $9 more.

Generic 1333 CL9 memory is something I usually don't recommend for any builds on here unless the budget is absolutely cramped. I highly recommend that for the same price range you invest in these better memory choices. Aside from the slightly better speed and/or timings you may experience better overclockability:
Team 1600 CL9 - $45 shipped
OCZ Sp. Ops 1600 CL8 - $45 shipped
Kingston HyperX Blu1600 CL9 - $50, $40 shipped (Cheaper after rebate)
Corsair XMS3 1600 7-8-7-20 - $55. Higher cost, but it's a splendid deal, and it's valid for only another 7 1/2 hours!

Total = $547.27 shipped after mirs. This is about the cheapest you can do for not total basement stuff. The extra $12 spent on the memory is def worth it. Also, when looking at the cases, check out the shipping costs. The one I picked has decent cable routing and a bottom mounted psu for better heat management.

Athlon would be best choice. L3 cache isn't worth 2 cores. Plus with the athlon he could add a little OC on it w/o the need of a heatsink (I did over 300mhz before I had to get one).
