With such a large amount of time having passed and how many different systems you used that chip in it sounds like its a problem on his end. Either his components are bad or he's done something to mess up the chip.

As many of mentioned, don't refund him.

His statement contains a bunch of false and fail accusations.

If it can boot at stock, with the RAM at 1066MHz, that means it is working correctly (even if the RAM is rated at 1600MHz). Intel's CPU support 1066/1333MHz by default. You have to overclock it to run it at the manufacturer specs. This will require adjusting XMP (if applicable), QPI/Vtt, memory voltage, and uncore frequency (2x or 2x+1 your memory speed).

I have run this chip at 4.2GHz for six months before selling to upgrade to an i7 970 and have never encountered the problems that he mentioned. I have used it in an Asus Rampage III Extreme, Asus P6X58D Premium, Asus Rampage II Gene, and Gigabyte X58A-uD5 with RAM ranging from Dominators, Dominators GT, Ripjaws, HyperXs, Patriots and Supertalents at speeds exceeding 1600MHz.

Suffice it to say that I find the problem described highly suspect. Add the fact that he left me no appropriate time to respond before filing a Paypal dispute.

Does this sound fishy?

Would appreciate any comments and suggestions on how to deal with this!
It doesn't take a month to do all those tests. If it was on ebay and 28 days have passed, your money is yours.

Tell him to RMA it with Intel. He's more than likely scamming you after he has done a few suicide runs. The CPU is more than likely defective NOW after he's done whatever it is that he has done.

Look how he's mentioning all the RAM names and not mentioning a single motherboard model.

Yeah, this is why i empty my paypal account immediately as soon as i recieve payment.

although i don't know how effective this is if paypal have access to my bank account, but eh, whatever.

So far i've not had any serious issues selling on fleabay, but i guess i'm just lucky. I think Fleabays gone downhill over the years anyways.

Keep all messages and feedback for the CPU as evidence and contact paypal with the evidence that he recieved the CPU a month ago and has probably damaged it himself.

So, he says he's gone through motherboard swaps, CPU swaps, RAM swaps. And came to the conclusion the CPU was faulty?

Surely a CPU swap would've been sufficient, not only shouldn't that have taken him a month to get done, but it should've been an indication for him to return it back to you.

Honestly it not being able to run at ramspeeds he wants is either a motherboard issue, or given he's gone through several; a user issue.

Unfortunately my friend there is nothing you can do.If you use paypal it is the chance you take.I just hope he sends you back the same cpu you sold him.Paypal always sides with the buyer.You must just bite the bullet and have him return it for a refund.Make sure he provides you with tracking.Once you get it back you can re sell it and get your money back.

I don't think there is anything wrong with the cpu either but if he says it's faulty you can't win.
