Many of these ideas sound highly illegal and so I fully endorse you doing any and all of them

Subbed.

The fact he admitted to running it out of spec should surely be good enough for Paypal to settle in your favour. Afterall by his own admission when it was run according to the spec everything was fine.

This guy has obversely done this before. You have to be smarter then him.Gather as much info on this guy as you can, emails, posts for as many websites as you can fine with his name.Go back a few months so you can show a pattern. Make sure you you have everything in line BEFORE you send it to PP. Don't contact his again!!!,your showing him your worried so he's just doing to push. I've dealt with scumbags like this in the automotive business. Sorry if I misspelled some words.

I dropped my CPU on the floor from 4.5 feet onto hard tile, it bent some pins, and I bent them back. It's running stronger than ever right now.

Intel CPU's are even more hardy than AMD CPU's, so I doubt the CPU is the issue. Sounds like a motherboard problem or in this case, very likely is a RAM issue.
also, OC'ing effectively voids your warranty remember

So I assume this guy is on this forum too? I'm suprised that he hasn't posted yet, unless he did and I skipped 15 pages.

Can you file a claim yourself stating you feel this is a scam? You can flood them with official Intel paperwork, proof he was trying to run out of spec, etc. etc. and that the chip IS NOT rated to run memory at 1600MHz, you can only really do that if you are overclocking a CPU.

If anything else, even if you accept the inevitability of losing your money, make it a as much a pain and drawn out process as possible for them to actually get paid. The longer it goes, the better it is for you.
