Make a counter claim and state what he wrote. The part works at its designed spec, but wont overclock. Its not defective as it runs at its rated spec. Make this your argument and paypal cant really side with him.

I'm interested to know if you have a photo of the chip you sold him, before sending it?
Cpu, package, the retail box (if you sent it)?

If you do, its pretty simple.
Send him a message through paypal that you ask him to send you the CPU, and you will test it yourself.

Once it arrives to you, make a few photos, and make sure you check for any evidence this is not the chip you selt, not the box, any visible damage.

If you find the smallest thing, claim that he made a physical damage to the CPU, so its buyer's error.



Beside that, tell paypal that he claims according to the email, that the CPU works as intended at default.
Tell paypal that any OCing of either memory or core speed is not guaranteedm and it is out of Intel spec, which means that you are not responsible for any failed OCing attempts.

Works as Intel spec = CPU is 100% fine.


Anyway, good luck. Its not fun with scammers.
I know a guy who owns a store where I live, who tried to scam an ebuyer by lapping the CPU and claiming its bad from the start.

And yeah, I would be pretty annoyed if they trying to claim money back after a month..

As long as they cant show any proof that you saying 'it will run 1600Mhz memory and xx overclocked' I am sure you will be fine.

I didn't read the entire thread and hope I am not just repeating what everyone is already telling you.

You are screwed, PayPal will go with the buyer 99.9% of the time. Your balance is on hold and hopefully not alot of money is in it. If you have your credit/debit cards linked now is the time to call and say someone stole your wallet. If you have a bank account linked its time to close it or at least empty it.

I had a similar issue with PayPal and the buyer contacted me after 30 days saying he just opened the package to find what I sold didn't work. Long story short I'm out $90.
