I think it may be due to a program thats loading up in regular mode and casuing internet explorer and other web browsers and services not to work.
I had this issue once and it was caused by a virus.
It had set proxy settings for my Network card.
You can check by going to the control panel and choosing "Internet Properties". Choose the "Connections" tab. The "Dial up and Virtual Private Networks" box should be empty(Unless YOU added something). If there is something there, you can highlight it and look at it's proxy settings. They will usually point you nowhere.
Just Remove the connection. Everything should start working.
That's what I had to do. This may not be your situation, but it could help.
If this worked, make sure to run a virus scan after. Also, use Malwarebytes in Safemode to make sure everything is gone.Edited by Biscuits_N_Gravy - 1/20/11 at 3:50pm
