MSI GTX570 Clocks

So i have a 570 and wondering about how the card clocks up and down. In afterburner i see when i go 3d it clocks up to 3d clock. Then when back to desktop, it drops to about 400mhz, then a min later down to 50mhz. Great, nice an cool. But sometimes (like now) it seems to get stuck at 400mhz, it will clock up to 3d clocks, but not any lower than 400mhz. Not a big deal but i would like it to clock down to 50mhz and remain ultra cool. Only way to make it do so is restart.
Anyone know how to get round this?

Its related to how much the GPU thinks its being used. My only suggestion is to make sure that you have "adaptive" set as the power usage policy in nvidia control panel.

yeah, already do, trying to figure out what is making the card think it has to stay at the 400mhz clock. from a fresh restart it throttles back to 50mhz within a min or so

Only thing I can think of is that sometimes there's stuff going on in a browser that'll make this happen.
