The Noctua is the best air cooler out there and will handle temps very well, and will probably allow you to get above 4.0 as well. I'm not sure what you're planning on for a PSU but if it's a quality unit I really don't see any problems here at all. I love the Corsair HX750w, the modular design keeps the wire management very clean.
