PNY GTS 250 Fan Issue

My GTS 250's fan will run wide open whenever I am in the BIOS (or not booted into the OS). It is as loud as a vacuum cleaner. The noise doesn't bother me so much as does the unneeded stress on the fan. Is there any way to control this? Anyone else noticed the same issue?

I need to run Memtest overnight and I don't want that fan running full blast all night when it's not needed.

My GTS250 used to do the same thing and as soon as I went into Windows it would stop. I think it's because the fan speed is controlled by the drivers which aren't loaded until Windows has booted.

I doubt there is a way to control this to be honest
