I would try to hit 5ghz with it.. If it does i'll keep it, if not I would return it..

I think its just from the factory, left over residue. I would clean it with some alcohol and call it a day. Install that badboy and see how it runs.

There seems to be an inherent problem with using a CPU, then taking it back to the store and claiming it's been used.

Thats exactly what i'm thinking! I don't want to "blame" the CPU everytime I run into problems because I think it might of been abused.

fyi everyone thats the new seal they are using. At least on these chips, both of my 2500 k boxes had the same exact seal on them.
As for a heatsink being mounted on it..
Mayyybe when they tested the chip, which they tend to do. Maybbbe they used a heatsink on it ?!
Which would require putting it INTO a socket, leaving said marks. Not saying this is what happened. Just my thoughts.

Yeah you're right. I have to rule out the whole tape-tampering theory out since they started using this new tape. I'm just going off with how the actual CPU looks like now.

I also realized there is a very small amount of greasy/waxy residue on the chip, which could be TIM from the past user or Intel possibly.

A knock off intel chip? Who could possibly manufacture a functioning sandybridge architecture that still performs as well as the real thing?

I know there have been completely fake chips in the past, but those were just chunks of lead or some other metal.

they test random CPUs to make sure they work, i have received CPUs with marks like that.
