You should really read the OP over again. It is very clear and I already said it again.

That means:

1) OCN pays for the bulk order of fans
2) Wait until OCN gets the shipment
3) You buy the fans from OCN
4) ?????
5) You get the fans

Profit!

Thanks for trying to answer our question, but I'm still a little confused. If the 3000rpm model is a better performer, why are we pushing so hard for the 2150rpm model? Are we only able to get this deal because they are going to be discontinued?

Because, the 2150 rpm model is the highest rpm with the 9 blades design which has quite an unique noise profile compared to the 3000rpm model and above that has only 7 blades with that ring.

Also Scythe officially doesn't carry this particular model in their GT families, so its almost impossible to buy it outside Japan.

I have both 1850 and 5400 rpm models, and that 9 blades design is better in term of noise/performance ratio compared to the 7 blades, at least to my ears.

Edit : Here is the pic of mine, 1850 and 5400 rpm models ->

Mostly because they are the best Performance:Noise ratio fans available, and they're <30db for noise. The current 3000rpm Gentle Typhoons have the following specs:

D1225C12B7AP-29
Fan Speed: 3000 RPM
Noise: 36.5dBA
Airflow: 83.0 CFM
Rated Voltage: DC12V
Rated Current: 0.22A
Dimensions: 120x120x25mm
Connectors: 4-Pin
Bearing Type: Double Ball Bearings
MTBF: 100,000 h / 35°C or 60,000 h / 60°C

For the noise level and the fact these are good heatsink & radiator fans - they're an excellent bargain, and for this group buy they're far cheaper than you can get the GT 1850rpm or the GT 3000 rpm for.

As long as this isn't right away, I'm in for 2. I've finally got a job offer to start my career and am awaiting the details, but still no monies right now.
If the offer is good, then I'll bump it up to 4.
