Does a PCI fan controller exist? (Controlled by PCI slot NOT knobs/switches)

I've been searching for a PCI card that has a fan controller on it so my computer would be able to control more fans, especially with the MB I have as it only has two fan controllers, one for the CPU heatsink then another for whatever you want ...I have computers from the 90's with more fan controllers than that. So I'm in desperate need of more computer-controlled fan controllers but have yet to find anything other than a poorly designed one that goes in a PCI slot and plugs into a USB port by running a cord up the back of the case. So does anyone know of such a thing or am I going to have to build one myself?

I designed one for an RS/232 interface a long time ago. I might still have the schematics for it somewhere around here. Are your soldering skills up to snuff?

I am still getting into microchip programming, the only experience I have is with breadboard (using this controller: http://en.wikipedia.org/wiki/BASIC_Stamp ) but I do have some pretty good soldering guns and pens so it's just a matter of practice. I wouldn't mind seeing what you have though if you can find it.

You could use this even though it's made for Liquid cooling I guess.

KOOLANCE TMS-200 THERMAL INTERFACE CONTROLLER, it's not PCI but it doesn't have knobs.

* Temperature monitoring of up to 5 sensors, each with individual alarm and power shutdown settings
* User-defined pump "auto" settings: set the min/max temperature values and speed for one 12V DC pump
* User-defined fan "auto" settings: set the min/max temperature values and speed for three 12V DC fans
* Coolant flow rate reporting for one Koolance flow meter
* Pump and fan RPM reporting
* Pump performance test mode
* Logging and playback of: temperatures, fan speed, pump speed, and coolant flow rate (creates raw text file)
* Option for hardware or software safety shutdown with adjustable delay period, based on any temperature
* Allows custom alarm sounds through an available sound card
* Fan/Pump connector maximum = 2A/ea. Total board limit = 6.5A. (So 24 Watt per channel up to 6.5A to a max of 78 Watt)

Crappy Bellow average Wattage per channel, but I would get that OP probably much cheaper and it's exactly what the you asked for.
