I used RBE 1.27 to change the "Voltage registers/GPU registers" VID3 and VID4 to 1.175V. PowerPlay works fine on my CFX setup with CCC 10.12. My cards are XFX HD6950.

Thanks man. As it turns out, the issue isn't that the Asus BIOS is incompatible with Sapphire cards. It's that one or both of my Sapphire cards is weak sauce. It's allergic to the increase in core voltage, which is just weird.
Following your instructions, I created an RBE edited version of my own unlocked BIOS, using 1.175. Unstable, just like with your BIOS, and just like with the 6970 BIOS.
So then I took your BIOS and downgraded the voltage to normal, and now it's stable and I unlocked the CCC OC limit with the Asus software. Of course, don't know how much of a point there is to it since I apparently can't even raise the core voltage.
I have never heard of the simple act of raising voltages making something unstable. I also tried 1.25 voltage but that wasn't even bootable. Definitely not a power issue and definitely not a heat issue, since I'm water cooling and I ran insanely OC'd 470 SLI on this PSU.
Sucks for me I guess. On the other hand, OCing Cayman doesn't actually seem to help much, since it's a very efficient design.

I'm having a similar problem; stock 6950 or 6970 flash, the minute I increase voltage I get artifacts. Best I can do at stock is 840/1325. I get artifacts with flash at same settings of 840/1325

Flashed to original Bios. Edited my original with a batch file and re flashed my bios with the shader unlock. Voltage remains at 1.1v, shader at 1536, core at 920, and memory at 1350. Running great. No Artifacts. load temp 61C Max

I did this, but get crashes because of the drives. Is there a way to undo this? Whenever I reset to stock BIOS on the cards, CCC wont start because it says the wrong driver is installed. I tried reinstalling to no avail. I assume this is because Smart Doctor is interfearing, is there a way to make smart doctor stop interfearing?

Firstly, thank you so much for putting this together this way and making the instruction very simple to follow. Saved me a migraine of time!
Secondly, I just wanted to know if the people that were having problems with the powertune portion were able to figure it out? Because right as i was about to give up and reflash to stock and start over i realised that i made a tiny but monumentally HUGE error!! On CCC and GPU-Z everything came out looking fine and i could move the sliders any which way i wanted. So i set it to 880/1375 and +20% and then hit apply. As soon as I hit apply the power control slider reset back to 0%!! I couldn't understand it so i figured whatever maybe i just need to restart again. Tried it again, same thing! Turns out that I forgot to check the Enable AMD Overdrive bit like a dolt! And naturally after i did that it worked properly.
I dunno if anyone else had that problem, but it seemed pretty easy to overlook because nothing was greyed out!!
