First of all 70c is HOT my friend, and 1.416 is voiding intels warranty, they only cover you up to 1.4v max. I would recommend bumping the voltage down, cause it sounds like your frying your cpu, have you checked your cooler and TIM??? Maybe a cooling error, well anyways, if all checks out on the cooling end, downclock to be safe.

I put my core voltage 1.35v at intel extreme tuning utility but in cpu-z shows 1.416v so i am confuse now.

the temp maybe is caused by the voltage but i cant confirm which is the right voltage my comp running at.

Uh.. 70C at load is not hot at all for a 950. In fact, it's actually really low.

Though I'm sure the OP could get away with a much lower voltage at such a conservative overclock.

You can limit it by changing the voltage in the BIOS yourself and not using some silly tool .

Try a 191 base clock with a 21x multiplier. Set your voltage to, say, 1.275 or so. That should work fine for you, gives you the 4.0GHz you want.
