The one thing that keeps coming to mind, is that somehow, his PSU is not being properly grounded in his case. Like maybe all the dampening pads are not letting the PSU make a good contact or something. I would still just try to RMA the PSU. The only other thing it could be is the MB. I am not sure, but I think he tested his friends PSU on his rig and had no problems. That would rule out the MB. He can make a jumper/ground wire that goes from the PSU to a mounting screw on the MB, but I dont know if he would know how to do that. And I would not want him to damage anything else.
