I have had this problem with my Maximus III Formula board. I bought new Kingston SSD in those days so i thought its something with SSD and contacted with Kingston. After long questioning they told me that this problem persists with many P55 boards. It something with 5v rail and South bridge. Whenever you scroll, it causes activity on HDD/SDD and this causes the squeal because HDD/SSD sends very high frequency current ( thats something they told me) and it causes vibration in the 5v rail thingies of PSU. They suggested me to turn off C1e and C State, i did it and the noise went away.

Look in your motherboard's manual and see if it has a jumper to switch USB and PS/2 between +5V and +5VSB.
