A step by step guide will differ depending on your router, the firmware it is running, etc.
Take a look in your router config options at QoS. You are basically trying to see what options you have to limit traffic to a specific IP or MAC address. If your brother has a static IP (it stays the same, always) you can use the IP, otherwise you will need to use the MAC address (a serial number of sorts for his specific network card). The only way to grab the MAC that I know of is to be on his computer, but I'm sure some clever person here knows how to do it remotely.
You can usually access your router by typing its IP address into a browser window (192.168.1.1 in my case, or perhaps 192.168.0.1) and entering the admin password when prompted. You will probably need to use a computer connected by WIRE.
