1) Every computer overclocks differently. The way AMD CPUs (since 2003) overclock is different than Intel. Heck, even some of Intel's own CPUs overclock differently than each other. (Core 2 uses FSB, Core i# doesn't)
Also, each CPU has different headroom. (e.g. One person's E8600 can hit 4.0ghz, while another is only capable of 3.8ghz)

2) Cooling has an effect on overclocking stability. If you increase voltage (required for large overclocks), aftermarket cooling is paramount.
Good RAM, a good motherboard, and a good PSU also influence overclocks.

3) Overclocking will not make you fire faster in War Rock.
