You don't HAVE to overclock your CPU, BUT you will probably see more performance gains as you increase your CPU overclock due to bottlenecking.
Basically the GPU is faster than the CPU. The faster you get the CPU (up to a point) the less you lose GPU performance over the CPU threshold.

You have a nice 500W PSU. GPU Manufacturer PSU recommendations are sketchy because PSU manufacturer ratings across makers are sketchy. The only reason I would go with a bigger PSU right now is
1) If your PSU is older than your computer 2-3 years old.
2) You have been or plan to fold 24/7
