9950 automatic underclocking

My 9950 is running at 3.1 (13.5*230)

When it gets hot, the multiplier automatically drops to 6.5 for 30 seconds. Then it goes to what I set it to, only to return to 6.5 a minute later. Repeat.

CnQ is disabled. Any idea on what I can do to stop this?

turn off thermal management in the bios if that option is available, unless your temps exceed 65C.
