x4 645 is not worth extra 100Mhz for $10 - just get the x4 640; both are C3 revision and overclock to similar levels

The mITX board is

due to free shipping

Get some better RAM for this custom build, as I always recommend with any custom build as there is usually some available for a better price. Better RAM may also enable for better overclocking. Some better choices for only a few $ more for every choice:
PNY XLR8 1600 CL8 - $40 shipped after $20 rebate
Kingston HyperX Blu 1600 CL9 - $40 shipped after $10 rebate (a very potent overclocker from most people's experiences)
Patriot Signature 1600 CL9 - $43 shipped
GeIL Value Plus 1600 CL9 - $44 shipped

here is the funny part i go to my shopping cart and it says the mushkin ram has been removed due to insufficent stock.

I changed to the 640 and got the kingston with the 640 downgrade

mini - itx board - the yes the shipping is free but i kinda want everything to come together.

What i am worried about is that will there be enough power?

The 250W power supply should be fine if you don't overclock (if you've got at least 125W on the 12V rail which is slightly more than 10A - there appears to be 16A on that PSU so I'd consider it pretty safe).

Apex/Allied brand. You need to divide the rated wattage by two to get the actual power it can supply.

This is highest rated wattage i can find in a an itx psu. I cant afford it, but if i need it i will shift some funds around...

That's probably just as bad as the Allied. Since you're using IGP, though, I think you should be fine with the stock PSU.
