Its either the cooler or the IHS under the lid there 2 core 2 duo cores side by side. One side is not being cooled correctly, If reseating the cooler doesnt do it try a different cooler. What cooler are you using currently?

zalman 9900. But if i did not set it correctly, then how come at 22% load temp are 50 55 57 61? Shouldnt it be way off in that part too?

P.S I dont know why but why is my computer ALWAYS at 22% idle? I have screen shot. I have left this computer alone for 6 hours and its ALWAYS at 22% idle. Please look at the screen shot and tell me which resource is eating the cpu resources. (NOTHING IS RUNNING RIGHT NOW)

We ca only see half of your processes, but it looks like you have a bazillion things running.

First suspect would be your AV program. Next would be windows indexing.

Did you re-seat your cooler or try anything we suggested?

It could look fine while not under load since not as much heat is being generated. While running p95 your stressing all 4 cores and any imperfections in the mounting or paste will be more noticeable.
