you want a 1.5x ratio of uncore to memory multiplier, if memory is 10x you want uncore to be 15x, of course you can increase uncore to help with some performance.

Just try upto 1.45v 24/7 if you can handle the heat, and don't increase qpi/vtt too much, you will degrade the IMC in these gulftowns quick if you overvolt the IMC, aka qpi/dram on your board.

So should I statically enter the voltage or keep it on auto? Does auto ever push it over 1.45?

you should enter it in and change LLC to enable. Might wanna try 1.35v first and see how far you can get. That is for Vcore, id keep qpi/dram under 1.35v 24/7
