Don't see "It's now safe to remove your hardware" pop up

I have been having an issue with my computer lately. Whenevber I select safely remove hardware and pick the hardware I wanna remove, I don't see a bubble telling me that it is not safe to remove my hardware. When I go to devices and printers, I see the device still listed there with an exclamation mark next to it. This is happening to all my USB devices and no matter what USB post I use.

might be you use software that disable balloon tips, you could check it..

What does the exclamation point say if you hover over it? Or is this in the Device manager? I think whenever there is a exclamation in there it means that the drivers aren't installed, might have to update/install something for those. Possibly mobo chipset drivers?
