Help with fps : Windows 7 or my hardware ?

Hello guys , I've installed windows 7 once some months ago and then installed Medal of honor 2010 and Call of duty Black Ops. They worked pretty fine with max graphics settings with a default Videocard driver (the one the Win 7 automatically installed ). My Pc wasn't even overclcoked since I was installing an OS. Now I got the same windows seven build 7600 32 bit but this time the English version since the first one i got was in spanish... i've tried both games and noticed low framerate on MOH and some lag on COD:Black ops.
My specs :

Intel Core2 duo 7400
ATI HD 4850
Kingston 2gb 800 mhz
Hard drive (when I got the win 7 in spanish I had a 500 gb Maxtor spinning at 7200 rpm , it got broken and changed it for a 1,5 tb samsung at 5200 rpm)

Power cooler Type R modular 550 Watt (true value)
I've even set a virtual memory of 6 Gb just in case , is what I did the first time when i installed the Spanish version of Win 7.

I'm starting to think it's my Pc decaying day by day but that's a stupid thought of course.

have you downloaded the latest version of ATI catalyst drivers, appropriate for your video card?

You know guyladouche I've just UNINSTALLED the latest version of ATI driver, and for my surprise windows has an alternative version of which seems to be the first driver for windows seven that is : ddi v 10.1 , and display driver v 8.56.1.15... So what I said about the first win 7 I installed it's because of that : Latest Display driver update (which comes together with the catalyst v 10.12) was the reason why i was loosing performance, now I tested both games and they responded perfectly being maxed out and even with 2x of anti alias.
I hope this is useful for people like me who is having the same problem ,sometimes it's goodto fall back to rpevious settings.

P.S.: I downloaded the 10.10 version which is the one I've tested Black ops with for the first time , but after seeing the performance improvement I got by letting windows install
the default driver I just settled with the 10.1 version. I might test the 10.10 eventually.

Thanks , but it ''was'' working for me... well this is kinda weird you see Medal of Honor works perfectly without the driver while COD black ops gained FPS but stuttered and had drop issues the same for NFS:Hot pursuit 2010.
Now I tried many drivers already some of those : 10.10 ; 10.11 ; 11.1 and the same thing happened with all of them : MOH had a big FPS drop , Call of duty stopped the stutter but dropped fps and now freezes and I haven't seen much of a change on NFS.
Now I'm starting to think it's my Hard drive's RPM's fault ... before getting this one the windows 7 was installed on a 7200 Rpm one ... can it be possible ?
