It can have everything to do with the motherboard. Think about it this way, the motherboard provides the cpu with power, if that power is not "clean" power (many fluctuations (ripples) in voltages) it will not perform correctly.
For example I probably could get my q6600 over 4ghz but my motherboard is my limiting factor as my FSB won't go over 435 stable.
Also, yeah my mobo is rated for 1333 but why would i have to up the northbridge voltage? Doesn't the NB control the memory channels?
