8800 gt not starting up?

So my computer turns on for a second than shuts down, and i cannot seem to power it up. Ok so power supply right?, well i removed the video card and it boots but i have no way of knowing if it actually boots other than the beeps and the hardrives spinning up, due to the lack of a video card, lol. Does this sound like the video card?

Try to find a video card that is known good, or a system with PCIe that is known good.
(I have an ATI rage PCI card for this purpose.)

Do you see any display at all before the PC shuts off? If you do, try booting into safe mode or the BIOS. If not then you are going to have to test your parts in another rig to do a process of elimination.

EDIT: Wait a minute I got to thinking that you had a gigabyte board. Mine would do that as well because of an unstable OC. Have you tried resetting the CMOS yet? It would start up and then reset and restart and then reset. The board should have the dual BIOS and it is most ;likely trying to reconfigure itself. Just a guess though, hopefully its not your card.

It has dual bios, how do I reset it? Btw the computer does turn on for a fraction of a second with the video card in but not long enoglugh for a display. Without the video card it boots up but maybe the power supply is fried and cannot power the pc with the video card in. So there is no way to know without buying another video card to test?

Ok so i figured out that the computer will boot and everything is fine, but when i plug in the video card the power supply makes a zapping/surging noise and shuts down...is it possible the video card is shorting out the power supply. Keep in mind this power supply has been powering this unit for the last year or so.
