So far only the smaller screens <40" are IPS, only ones i know off the top of my head that make them in IS is LG and Panasonic. Other manufacture such as sharp has their own version to IPS viewing angles but i cant say i have seen how they compare to true IPS panals.

How do these compare to the Dell U2311H and Dell's 30" Ultrasharp? Minus the fact that the tvs have no tilt/swivel/etc.

Just in case you missed it, there's a pretty big difference in pixel pitch between 2560x1440 27" and 1920x1080 32"...
