I got mine to run at 4.151 Ghz it seems to be stable. I'll have to let it run all night to make sure. Oh yeah what is PROC? .....Processor?

If those are load temps then they are great
As for your voltage you can go MUCH higher than what your running at. A general rule is to keep your vcore below 1.4. If your really nervous then stay below 1.375 which is the max intel VID. VID is basically the maximum allowable voltage for a chip at stock. When intel tests the chips any cpus (i7s at least) that require more than 1.375 to get stock speeds are scrapped. Thus 1.375 is perfectly safe. Try this to get to 4.1
1.3 vcore
1.35 qpi/vtt
1.65 DRAM
Run prime95 for stability. Run small FFTs for about 20min, if it fails or a worker stops then add vcore. If small FFTs run fine then move to large FFTs. If a large FFT fails then bump qpi/vtt a bit.
If you get a freeze at any time ->more vcore
101 BSOD code -> more vcore
124 BSOD code -> more qpi/vtt/memory
Anything else -> Try increasing vcore, if no dice then try qpi/vtt

Sorry its a lot to take in but I'm sure you can do it.

EDIT: Also make sure to adjust your memory multipliers to keep it in spec

Right now I'm getting 4151.44 at idle 90- 97 F 31-36C.
My voltages are
BCKL Frequency:180 With a 23 multi.
CPU V=1.25625
Qpi/Dram is 1.2
Dram Bus V 1.5105
I have run a test on OCCT but, it keeps tell me after about 20 to 30 minutes error and will not tell me the error! Does it make a log of errors and save it in a folder that I have open?

Do what I said in my previous post. Most likely you're not running near enough voltage. i7s start taking a lot of juice after 4.0
The codes I was referring to occur with a BSOD.

Yeah I'll keep at it I'd like to see how far I can push it on air. Soon I'll be switching over to water cooling. So if anyone has links for bad to the bone hardware please post them. Thanks for the codes in the BSOD because I had no clue how anyone could tell if they were too high or too low. 5pout where did your dad get the plexy glass for the case window I would like to mod my case I just don't know where to purchase.
