Noob Question DRAM Frequency? Lower than 1600Mhz for overclocking??

So I'm a bit confused as to why you'd want to lower your DRAM Frequency when overclocking. I just started overclocking and I am using this guide to help learn.

It doesn't explain as to why you would want to lower the DRAM Frequency. Wouldn't you keep it at 1600? which is the type of RAM I'm using Corsair Dominator DDR3 1600 8-8-8-24?

"FSB" speed links to other things in the system, one of which is the memory multiplier. If you don't lower the ram multiplier/speed, when you OC(via FSB) your ram will soon run far above it's rated specs.

Example:
200mhz FSB : memory set to 800mhz, Ram has a 4x multiper.
250mhz FSB : memory still set to 800mhz but will actually run at 1000mhz, due to 4x multiplier.
etc etc etc.
