Under CPU/GPU load computer churps and ceiling lights flicker

Hey first post.

I built this computer back this time last year and have trouble with it freezing solid during Borderlands and Crysis. I eventually had to RMA a set of RAM since it was failing under memtest. The new RAM tested great. All ram passes memtest for a week straight. The computer is prime95 stable for a week straight as well. The system is also not overclocked at all.

The system still crashes hard or the ATI driver stops responding during games. I decided to see if there was a prime95 like tool for GPUs and came across FurMark. When running those the system makes a cricket like churp noise which from what I read may be coil buzz which is rare on ATI cards. (Yeah, I searched first) So I ignored it. Well I decided to run both prime95 and FurMark at the same time. After a few minutes the buzzing got super fast and rhythmic and the lights in the room started to strobe. I stopped FurMark and it stopped after a second or two. Told my friend and he wanted to know if it was repeatable so I tried it again. It did it again. I then recorded it doing it and it's on Youtube now. I did not capture the lights flashing because the phone's camera isn't good enough to capture it and I don't want to damage anything with this. The computer is plugged into a APC Net8n power strip. The speakers are off so the noise isn't coming out the speakers.

What the deal? Is it the power supply or the ATI Card? What should I RMA first?

I bypassed the surge protector and it hasn't repeated yet. However, if I put my hand over the back of the power supply fan exhaust the churping is not as audible. Perhaps it's the power supply?

Yeah, but don't you find it a little weird that the ceiling lights flickered at the same rate of the churps?

C1E was disabled. EIST didn't stop the noise. However, vsync setting in CCC did stop the noise. It still makes the noise with vsync set with FurMark. FPS is 30 solid so it's on.

Just turned off the computer, plugged it into a different power strip, plugged just it into the outlet and flipped the breaker. It's a GFI breaker for a few rooms. I'm guessing I've got too much on the breaker or the GFI is faulty.

You are drawing too much amperage on that circuit. A faulty GFCI is not the case. Just enough is being drawn to flicking lights but not trip the breaker.

I'd be willing to say the chirping sound is a Cap issue hence the overdraw on current.

the lights in my room dim for a split second when i boot.... but thats it, chirping sounds like its something wrong with the psu, i say rma that

The flickering of lights is normal, my lights do that when the Air Con is switched on, and when the PCs are all on at work. Now, the noise could be a PSU issue, i would contact your PSU manufacturer ,or the retailer, and see what they say.
