Here have a look its in the cpu pins now. In the bios I have it set to ratio and 100% on everything.

Push pull blowing out is much better for your components and just as efficient really, especially if your case is well ventilated from the front/side. Corsair recommend blowing in when using one fan but push/pull it's not necessary.

Make sure your pipes are not kinked and both fans are blowing out.
I would recommend using some ethanol wipes to clean both CPU and base plate to high shine and then apply some new arctic silver if you have any.
This is how I set mine up and it runs just great with fans on 80%

Its not seated right....I can tell you now...mine wasnt seated right at first but now I have it on an machine seated correctly and never break 33C with it (Athlon II X2 @ 3.4Ghz) and idle is 22C
