The Xilence PSU is a piece of crap, but we can't guarantee replacing your PSU will fix the issue.
I use up most of the 650W on my HX with my setup (just one 5850) so I guess it depends how much overclocking you want to do; I personally would use a 750W for 2 5850s with overclocks, but PSU calc does state the 650W would be ok with everything at stock + sparkling.

Edit: I say all 650W, that's only when I'm pushing it

You don't. I only use ~500W with two 4870s in CFX, which have similar power consumption to the 5850.

When I overclock the CPU to 4ghz and OC everything else I use 587w when benching; if you added another 5850 into that it would take it over 650W.

Measured how? Power meter at the wall? Multiply by 0.82 for DC pull from the PSU. Or are you going by PSU calculator, because those are the types of numbers those programs will give out if used poorly.

Just PSU Calculator admittedly, have not got a power meter at the wall at present though had previously when using Enermax Lberty 500 and a dual core 3 years ago and that was pretty hungry.

I just calc with basic components at max load and then err on the side of caution by buying one up for OCing and expansions/upgrades, it's cheaper for me that way in the long run and that's what I tend to recommend to others like me who are a bit on the broke side

See, there are about a half dozen factors in that chain that are making you think that you use way more wattage than you really do.

1.) PSU calculators always overestimate the amount of power drawn even with reasonable settings
2.) Setting usage% to 100% is hideously unrealistic--not even plausible
3.) Recommended wattage is always higher than even the already inflated minimum wattage
4.) You're "erring on the side of caution", thinking you're pulling even more.

Your system would run comfortably on a quality 400W power supply, and you probably don't exceed 350W draw from the PSU even when running LinX and Furmark at the same time.

Ordered and waiting for the new seasonic M12II 620w.
suddenly came to my mind then I googled it: I've had USB device issues before.. like -reconnecting USB hard drive (which never does same thing on another computer), disconnecting USB gamepad.. and saw people mostly said its related to power supply inadequacy. Now I totally believe its not the mobo, cpu or ram. Cuz gaming never bothers the rig. all my problems are random. random bsods, random resets, randomly disconnecting usb devices (especially that samsung external hdd and gamepad, no problems with my mice whatsoever). I believe seasonic gonna end my problems. I'll report here soon. thanks for reading.

No, you don't. You could run your rig on a good 400w easily.
