sound Blaster Audigy will only work in one PCI slot

if i put my audigy in the 3rd PCI Slot down it works fine but if i put it in any of the other 2 it will not work windows doesn't even detect it. But my old sound blaster Live 5.1 from the 90's works in all 3 is my sound card going bad or is it and IRQ Issue?

It is an IRQ issue.

On most motherboards with more than 3 pci slots, slots 2 and 3 share, 4 and 5 share and also share with your USB ports. Sometimes 3 shares with your network card.
