My verdict: Meeeeehhhhh

V-reg is probably adequate (Gabe doesn't provide solid numbers), and ripple isn't off the charts. But build quality is mediocre, efficiency sucks dead gophers, and it apparently has no protections since it blew up at 370W. Even though the other Elite Power units don't perform as well, at least they shut off at 420W, rather than blowing up.

It's a modified ATX 1.3 unit with a beefed up +12V rectifier. Only thing really differentiating this from a Leadman is that all components are present and of adequate rating. The design is of the same ilk.
