It will runs cooler but no, ram timing is determend by the intergraded controller. If It can't handle it, your not going anywhere period.

On most memory you don't even need heatspreaders until you pass 1.65V.
And you shouldn't be pushing any more voltage through those Ripjaws (any more than 1.75V) due to PSC ICs and easy degradeability at high voltages.

I too, am interested in this inquiry. Would the cooler allow for better DRAM frequencies with the same timings?

Also, what would be considered the limit for safe voltages on my G.Skill Ripjaws?

Memory Coolers are for cooling memory, hmm ironic.. the heat spreader should work good enough if you have quality ram with good heat spreaders.. you can get a fan if you want, I am going pick up a Corsiar Dominator GT Red/Black Cooler for looks when I get my Mushkin Redline Ridgebacks.. ^_^ Its going to look so cool.

If you've got Micron D9s or Samsung ICs with really crappy heatspreaders and want to overclock far then yes you definitely do want a RAM fan.
Elpida BBSE/Hyper below 1.75V you're fine with heatspreaders and no RAM fan.
And with PSC where you would want to stay below 1.75V no matter what anyway, no RAM fan either.

Honestly, 4 words:
Most DDR3 runs cool.

RAM that runs @ 1.65v or below doesn't get hot in the first place, and doesn't need some cooler. Don't waste your money cooling RAM that doesn't get hot.
