can anyone explain what these 2 things mean in the bios prochot and cpu thermal monitor.

If you want to understand processor hot (prochot) and thermal monitor, just read that part in any of the intel white papers, such as pages 35-38 of below link. But bottom line prochot is just a thermatrip when proc nears tjmax, and thermal monitor via tcc adjusts frequency/voltage downward to keep temps below tjmax. There is no reason to disable either, unless you are trying to damage your cpu by disabling its temperature protection from exceeding tjmax.
