XP Home 32 bit freezes.

I'm trying to get a computer working so I can sell it, but im having difficulty getting into the OS. I firstly can't use my mouse or keyboard once into XP, and when I try to format it always freezes at Setup is starting windows. Its been like this for 3 days, I've tried:

Memtest
New CPU cooler
Replacing CD/DVD Drive
Using different keyboard/mouse
Using different USB peripheral
New PSU
Resetting HDD's (Deleted all data with boot disc)
Resetting CMOS
Replaced CMOS Battery

Everything seems to work great up until any involvement with windows, and then I get some massive problem.

Oh god it's so old, P4 @ 3 Ghz, 1.5 GB DDR2 400, 2600 XT, 325W PSU, 2x 80 GB IDE HDD's, ASUS P5RC-LA Mobo, everything is stock.

Might sound stupid, but have you tried alternate IDE cables? I've seen IDE cables cause some of the weirdest random problems........

Ill have to try that tomorrow. All day I have been toiling with this computer, and I've had enough of it. I need sleep.

Switching IDE cables didn't help, I changed them on both the HDDs and CD/DVD drive. It is still stopping at "Setup is Starting Windows"
