Download the proper NIC drivers on another system and put them on a flash drive. Open Device Manager and expand Network Adapters. Right-click on the adapter and click Uninstall. After the device is uninstalled, click Action then Scan for Hardware Changes.

Device Manager should identify the NIC and begin installing it. If you are prompted to provide a driver, plug in your USB drive and point the installer to the driver you downloaded.

Goto Control panel, network and sharing center, change adapter settings, right click Local Area Connection, goto properties, then configure.

Now look for the option Speed and Duplex, change the value to 100Mbps hit ok, may need a reboot also.

If your router is only 100 Mbps, and your mobo is trying to automatically set it for gigabit. IT happened to me, so I suspect it is a likely cause for you also, seems alot like my issue.
