Yup, the low end cards with fans tend to have terrible fans, but most are OK passively cooled.
I have a GT 210 that I have no use for since it is so loud, even though it did everything I needed.

A lot of people make noise about bad ATI drivers. I personally have had as much problems with Nvidia drivers as ATI, not many issues with either.

I have a theory that more poor, stupid, uneducated dirty unwashed people go ATI, thus the increase in problems with such simple tasks as installing drivers.

For a HTPC there is such a huge selection out there of low end cards, really does not matter which way you go.
