Not sure about the order - you could try to see if there is any change with a order like this => Res>Pump>CPU>RAD>Res.
You might have a flow rate problem - what tubing you have 1/4", 3/8", 1/2". I still have a thought about the function of the pump.

P.S. USE PASTE!!!!!!!! I just saw this !!!!

Thermal paste is what transfers the heat from the CPU to the waterblock so it can be exerted via the radiator.

As has been stated, thermal paste is essential. Once you have put some of that on you should see a large reduction in temperatures.

All other things being equal it will make no real difference. The water temperature only changes by a few C as it goes round the loop. Other than Res>Pump, which is important, set the loop up in the order that gives the least amount of tubing.

Other things to check, after putting TIM on the CPU are:

If it is the MCP655 with speed adjustment check that it is on 5. There is a very small arrow on the speed dial which can be hard to spot.

Check that your rad is properly bled. They can trap a large amount of air in them. Tilt your case around with the pump running (jump the PSU for this) and see if any bubbles come out.
