Jumping between PS_ON and GND won't shock you. But keep in mind, a power supply with >10 ampere rectifiers can give you a heluva lot worse shock than a Van der Graff machine or a flash capacitor. It's a good habit to always check and make sure you aren't putting yourself in danger.

What you're doing now is safe though.
