Can you change the speed of the fan if the fan is fixed to a specific RPM?

Well with some modding you can, but through software and bios no.

Most fans have a voltage window of operation, you just need to find a way to change that voltage... a Fan controller is the best way for that, and a few adapters....

Please fill in your system specs. Go to user CP. On the left find the Enter New System and put in your system.

If you have a Gigabyte motherboard and the fan you want to control is your heatsink fan, you can control your fans with voltage. Look at your owners manual. In your BIOS, look under PC Health.
