Yes, when you lower the FPS by increasing the image quality, via using a higher resolution, more AA, etc, you will decrease the likelihood of the CPU being a limiting factor to performance, because the data requests from the GPU to construct each frame will be less per each unit of time.

Note that 'removing the cpu bottleneck' is NOT synonymous w/'raising the FPS'. Your CPU can only do each game so fast, and (in a bunch of cases you listed above) you've discovered how fast that is by running res/IQ far below what your GPU's are capable of. So these will likely be the FPS limits no matter what.

Basically, when you're CPU bottlenecked, what that means is that you still have room to turn up the IQ settings because your GPU's aren't being stressed hard enough to be the limiting factor to performance at current settings.
