60C is real hot for MUGEN 2!!! I had 3,8GHz with 1.4750V and max 51C during prime95 blend.. I would re-seat the cooler if something went wrong on the first install, like too much/too small amount of paste or something.

If you game with headphones... or loudly... get this:

and get it with a fan controller, you will need it.... but let me tell you, you will cycle air in your case FAST!... it is a bit wider (38mm) but you should be able to fit it in the exhaust slot "behind" the CPU cooler...

sounds dumb... but are you sure that the fans on the CPU cooler are blowing in the correct direction, I get lower temps on my 955 C2 stepping with the same figures you provide.

also did you check CPU-Z to make SURE you have C2 stepping, I thought I had C3, and actually bought a "C3" but they must have sent the wrong box and i neglected to check, so checking CPU-z solved alot of my overclocking "problems"

Sounds like the TIM is inappropriately applied.

Wipe all the old TIM off. Put some new TIM on, spread it thinly and evenly so there are no bubbles. Use a credit card or something to make sure it's smooth. Then put the Mugen 2 on it. It's really annoying to get it just right, but you shouldn't be getting those temps. You also need more exhaust fans.
