always at max watts?

if i were to go overboard and buy a 500 watt power supply, for my system which would probably be fine on a 400 watt, that doesnt mean its ALWAYS gonna be drawing 500 watts from the outlet, right? that just means it COULD always draw that, if there were a demand for it, right?

It woulden't run at a constant 500W no, It will only take the power from the PSU that it really need's it, like playing games etc.... then your system would take in much more power draw from idle

Depending on efficiency, it would pull more than what your system needs.
Ex. 80% eff. PSU at 100 watts pulls 120w from the wall. An 80% eff. PSU at 1000 watts would pull 1200 watts at full stress.

Your PSU has the capability to give 500 watts of power to your system but won't unless stressed.

And you also have to factor in efficiency, if the system draws 400w from the psu the psu will draw ~ 500w(assuming 80% efficiency)

To clear up what the last posters have said if your system needs 100w at idle the PSUI will supply 100w and maybe draw 125w from the wall taking 80% efficiency into account when playing a game or something else that stress the components your system may 400w so your PSU wil supply 400w and draw maybe 525w from the wall but once you drop back to idle the PSU wil also drop back
TL;DR
the PSU only supplies what the components need and will draw a bit more than the system needs as no PSU is 100% efficient

Meh... My PSU blow's out cold air doesn't even feel Luke Warm :/

I really don't like the idea of my PSU pulling an extra 100W for nothing

What? No.

Your PSU provides voltage and amperage.
Volts * Amps = Watts

Voltage will stay the same to your components, but they will pull whatever amperage they require. A 500w unit doesn't 24/7 pull 500w and vanish the rest into thin air. If your components only require 100-150w, that's roughly what your PSU will pull from the wall (take efficiency into account).

Sure, but it is worse with linear supplies, where more than half the input power is dissipated as heat.

Of course, too much excess in rating can have a downside, because a switchmode supply will become unstable if there is not enough demand for power - although this is not really an issue with computers because pretty much every processor / motherboard will want at least 100W off the top, then add in drives and stuff...
