Internet Connection on/off

I got a new ISP last month (50mbps down 5mbps up) and just finished my build. Internet is really starting to piss me off and the connection keeps going away then coming back. I mean when I am downloading it never stops but when browsing the net most of the time I get a error where it saids problem loading page - server not found. I open a few tabs and same thing happens with all pages I try going to but internet access is still on. I would really like to get this solved and looking forward to people helping me resolve the issue.

By browsing the net, if you mean OCN. It's been a little funky lately. And of course when you're downloading, you are sucking up much of your bandwidth available to you. You also have to realize that your connection is shared amongst all the others in your neighborhood. So if everyone decides to hop on at 5pm, you might experience some slow downs. Make sure when you're downloading, you're not using up all your bandwidth. You see this problem while torrenting.

How is it being shared? I pay monthly for the connection at my house and they recently rewired the cables from the street poles to my house with new ones. I am currently using only 1 desktop as the other ones are off and shouldn't be having this problem, sure I am downloading some files but this doesn't mean I can't surf the internet, don't think it happened to me before when I had slower connection and now that I'm running a i7-970 and better internet I am having this problem.

My bad. I thought you lived out in NYC or something where everyone is next to each other. But your connection will still be shared with the community around you, think of it as a huge fan splitter. You all are connected to one line going to the ISP station.

But trust me, if you're downloading at your peak speed and you try surfing the net. You will see that it's slow as crap or that stuff will not load. I have this problem when I'm torrenting things.

if its on wireless, try turning it off UPnP mode.

and have a look at your dynamic DNS dettings and Proxy settings.

That's not bad at all. With my 15down/5up, I get around 2.1Mb/s while downloading. You should be able to download up to ~6.3Mb/s.

I'm not using wireless, I'm connected through a 100 feet Cat6 cable I got off monoprice.

Most I have seen it download is at 4.7mb/s and that's from iptorrents, just finished my build about three days ago so haven't done much.

Ok lets try some basic troubleshooting. Run some ping test, first ping your internal router ping -t, see if you get any packet drops. Trying wiggling the cable at both ends, if you get packet drops you may have a faulty cable, which is a simple fix. If no packet drops set your ping to your ISP IP, it should still be next to no latency, If you have high latency, check the cable connecting to your modem. You should be able to also do these test from your Router to help isolate where the problem is stemming from. Also if latency or packets are being dropped from the router to your ISP router the problem could be either side. I would advise contacting your ISP to have them run tests to the modem, they would be able to help determine if the modem is bad.
If your just got a new cable tho the problem could very well be there.
