New 3 TB HDD - Long LBA formatting

Hey,
My friend just bought a new 3 TB HDD and setup a clean install of windows 7 64bit but he is still only able to format 2.1TB in Windows. He said he looked up documentation that indicates that a 3TB HDD should be supported by his hardware (Inspiron 546), and the fact that Windows recognizes it as a 3 TB HDD is a good sign. But what do we have to do in order to enable Long LBA partitions in Windows?

I thought whenever you bought a 3TB drive they supplied you with some sort of PCIe thingy for your computer to see the rest of the drive.

EDIT: yep.

To create a single 3TB partition, format the disk as GPT.

Just remember, you will not be able to boot from a 2.1+ TB parition though without a UEFI motherboard.
Once again...

It's installed, that must be why windows recognized the 3TB already
