The problem is actually on the motherboards and specifically the SATA controller... Not the Sandy Bridge chip itself.

You have a defective motherboard.
Not all....

Intel estimates that something like 5% of systems could develop problems over a three-year life span, assuming typical laptop usage patterns. Beyond that time window, the failure rate might rise further. For systems with heavier usage patterns, the failure rate during that initial three-year window could be as high as roughly 15%

1 in 20 to a maximum of 3 in 20 boards doesn't mean every board mate.

^^ This

The SATA controller degrades over time resulting in bad HDD performance and probably eventually death.

You are not attempting to help or receive more info. You created this thread just to stir up trouble.

Reported.

I can't help but notice you just happen to be a Sandy Bridge user.

Get some Mycelex and rub some cream on it, I know it burns.

What about Marvell SATA 6G port? I have my Intel SATA 6G port 0 and 1 are full with my RAID 0 storage. Is it safe that I move my SSD from Intel 3G port to Marvell port?

Yes, it slows on Marvell
