Excellent point. I will ask BWG to weigh in.That being said, if it were up to me we would have at least 4 more categories in the TC. Probably would be difficult to fill though.
From what I understand BWG and his minions are working on creating a beta category among other things (like a third division) which will bring about changes in the TC.
I'm assuming you are referring to not allowing SB-e but allowing Kepler? Well simply put, CPU PPD differences are pretty huge and would create an unfair advantage. On the Kepler side of things though, until they optimize the Folding cores for them, the PPD difference isn't that big.
Do you want us to go and make a AMD VLIW5, VLIW4, and GCN categories as well? Until there is a drastic difference in PPD between the two architectures, there won't be changes.
As for adding more categories, that just wouldn't make sense, it's already enough work tweaking the existing 6 categories when new hardware is released. Since this is a "competition", it only makes sense that the member with the best combination of hardware and dedicated folding time does the best in a category. We're not trying to push anyone away from the competition, but at the same time, we need to keep it open to people with the new hardware as well.
Simply put, Division 3 will be a reserve for folders that want to join the TC so that we can fill team vacancies faster and more efficiently with proven folders. This will not only keep the number of "needed TC folders" down but also ensure we don't run in to problems when a team gets a new member and they quit after only a couple weeks because they didn't realize how difficult it can be to keep a machine running 20/7+.
