ECS Mobo Power Issues

I built this PC about 2 months ago. It ran for a month, then randomly shut off. Now it won't boot. When you press the power switch it comes on then immediatly goes back off. No post screen, nothing. I have parted everything out except the needed components, ram and cpu and PSU. I have changed the power supply and I have changed the power switch in the case. This HAS to be a Motherboard issue right?
ECS G31t-M7
2 GBs of ddr2 800 ram
1tb WD HDD
550W Ultra PSU
Intel Core Duo or P4, can't remember which.

Further explanation on powering off. I Press and hold the power the case fan and cpu fan start spinning then everything turns back off. Give me a minute and I will post a video. I did also try a different PSU cable.

Unplug everything from your computer from the wall socket. Ground yourself by touching your case. Then remove the battery on the motherboard for a minute or so. While the battery is still removed press and hold the power button for like 10 seconds, put the battery back on.

Works for me everytime.

Reseat your ram, make sure it's properly plugged in, ram needs more force than you may think to slot in -.-, you have to put enough force on it so that the clips, snap shut.

I tried resetting cmos both with the jumper and via battery method, I tried a different CPU, tried both reseating the ram and using different ram.
